Australia is a federation with a written constitution. In answering the question about whether ethno-specific museums are relevant today, it would be more pertinent to ask; Are they relevant to whom? It can be argued that it is because the nation-state used the reductive quality of race (defined by physical appearance) as the final arbiter of membership rather than ethnicity - a complex of nationalised cultural characteristics - that it could later embrace multiculturalism based on the more culturally oriented discourse of ethnicity (see below).
